Unless it’s something that would be profitable for him!
I mean all those rockets and neurolinks cost money right? 
Think about why he bought Twitter in the first place?
Because of your freedom of expression?
The answer is no.
He bought Twitter because he simply needs an internet platform, software and hardware at the same time, so that he can implement his neurolink ideas faster and more simply, but also more cheaply.
And to connect it all faster and simpler and cheaper with its Starlink satellites.
Simplicity in his work, and cost effectiveness.
