I always try to rename places like this as follows:

The Trofim Lysenko Intergovernmental Panel on Climate Change

it is very easy to do. You simply place Trofim Lysenko in front of whatever they call themselves. Use it at every opportunity and “correct” anyone who uses the “proper” title with the prefaced version.
