He knows enough Thomistic doctrine to invoke “conscience”, but he is still in the episcopacy of the Roman Catholic Church and must dance around to the tune set by the United States Conference of Catholic Bishops - an association of spiritual monsters and perhaps one or two actual believers in Jesus of Nazareth. Very few men make it up to that level without being profoundly compromised in all sorts of ways. It isn’t just the Roman Catholic Church. The same is true of any hierarchical structure in religion, business, medicine, and academia.
