Below are some peoples thoughts on the NOTAM as posted on social media suggesting it is X band radar. In the second comment below there is an interesting point that x band radar can even cause " ejection seats on military aircraft to malfunction" ,

Radiation = electromagnetic (think radar or jammers) in this context, not nuclear bomb radiation.
Kwajalein is a missile test range.

Looks like it’s the xband radar arrays the FAA remarks for this base lists: “ ELECTRO-MAGNETIC RADIATION MAY EXIST 24 HRS DAILY WITHIN 5 NM, FM SFC TO 30,000 FT…. ALL ARRS AND DEPS MAKE S TFC ONLY TO AVOID EXTRM RADIATION HAZS. OVERFLIGHT OF THE ISLAND N OF RWY IS PROHIBITED. CTC BASE OPS PRIOR TO DEP DUE TO RADIATION HAZ DE-CONFLICTION. https://www.airnav.com/airport/PKWA

It is x band radar at the the Reagan test site The environmental impact statement on page 34 discusses it and the FAA issuing warning for aircraft Reagan test site https://www.ll.mit.edu/about/facilities/reagan-test-site The impact statement: https://apps.dtic.mil/sti/tr/pdf/ADA435467.pdf

On page 111 of this source book is the environmental impact statement for when sea based xband was to be based in Alaska. The radar beam could cause missiles and even ejection seats on aircraft to malfunction at 4.7 miles and cause interference on civilian aircraft at 11 miles when at average power https://man.fas.org/eprint/sbx.pdf
