… Well, at least some people are going to have (or have had) a nice holiday … no surprise (if true and given most state bureaucracies probably so) and that is certainly a goodly amount o’dough.

Doubt it not!
One gets the feeling theres a chief sociopath who sits delegating people with little to no scruple to administrate the biggest funds on no other merit than having corrupted their last mission.
