Yes, and even if successful, I cannot as yet discern that there is (1) anyone to negotiate WITH, and (2) any discernible exit strategy.

Maybe Trump agreed to this fiasco, hoping it will force deep state to use new tech chachkas and by this 1) invoke fear in the rest of the world
2) convince hesitant parties like EU, India, Japan that US insured cargo will be safe en route.
