In the meantime they might look in to making these monitoring devices from something that’s a bit harder to disable. Perhaps an outer covering such as was done with the “Gary Busey outer helmet protector-protector”:

Or simply an enclosed perpetual VR encasing which is run by AI, reads brains waves an adjusts reality accordingly to ensure calm. God forbid the solution would involve chipping in an inaccessible location on/in the body and encourage a wider application as a result.
Good case to remove the right to procreate…sterilization mandatory until licensed. Too bad her parents weren’t in the program. Helps with the depopulation program too…there is an upside to eugenics, our betters know better.
