Hi - It did not look like Vancouver so I looked into this a bit. The location is Nelson BC in the Kootenays region. I don’t know for sure but the following explanation seems reasonable.

The labyrinth was created by a man Richard Roberts (1961-2004) known as Imhotep or Sasquatch( in the late 1990’s with 1998 being one solid date given in the area of Grohman narrows. Mr. Roberts was famous in the Nelson area for making labyrinths. Originally the labyrinth was on the sand by the river, but since that time the river has claimed the labyrinth and thus why it is now underwater and only visible when the river is low.

Thank you, @sunnyboy, as my "No Way, Jose’ " meter was screaming in my ears. Someone in modern times who knew about airplanes, drones, etc. would create it. Still quite an undertaking and I am confident this is a tribute to patience and perseverance.
