Having worked in O&G for decades, let me just express that building refineries is THE most expense undertaking in the business. It costs many BILLIONS of dollars to build a refinery & nobody wants one in their backyard. What are O&G companies to do? There might come a time when communities literally beg O&G to build a refinery near them, but the time is not yet.
