In case some haven’t noticed, this same tactic of legal changes allows The US govt. to capture the population - legally. It began with USMCA. It does not matter a persons ‘status’, that will be changed - legally. Stalin did it, Hitler did it; all the despots did it going back centuries. China is doing it now and won’t get more than a peep out of the world, just like Hong Kong.
