I’m sure there are many stacked functions within the advice but perhaps the Chinese central government is anticipating a major financial shock, perhaps as a consequence of the collapse of Evergrande.
I agree about stacking functions. I wonder if China might be planning for the possibility of some kind of conflict that could disrupt imports.
