There is an interesting book by Adam Finnegan called The Sleeper Agent that suggest that polio could have been a biological weapon developed by a Nazi - Dr Traub - from an animal enterovirus. Then, he suggests that the polio vaccine was contaminated with a second biological weapon - SV40. He suggests that the presence of SV 40 in the original polio vaccine could have been intentionally placed by Sabin (a communist) and Chomaski ( a Soviet bioweaponer) during the development of the oral vaccine. Then if polio was spread by insects - DDT would have used to stop it. But, of course, DDT was also a Toxin.
This book - The Sleeper Agent - is the best book I have ever read.

Maybe, all the functions - the polio, the vaccine, the pesticide - where all weapons made to kill Americans.
And, I forgot to mention that SV 40 is probably the cause of many of the cancers that are killing baby boomers today.
