You’re correct to highlight the hierarchy of authority among Vatican II documents, and a crucial point in understanding the weight of Nostra Aetate. It is an official conciliar document. It has been the subject of discussion for decades. So Catholics must give it religious submission of mind and will. It is pastoral, not infallible, and open to refinement, as seen in Dominus Iesus, which tried to correct misinterpretations. In my opinion, not in a very effective way.
