CAF has opined on the power shift to federal contractors. Most people miss this issue and just generalize government activity under a single umbrella.
One possible fix is mandatory federal contract clauses addressing contract related information held by contractors.
We will probably see a lot more off book activity and managed information flow to prevent weaponization against Trump efforts.
There could be an old FOIA case involving EPA v Monsanto and distinctions between corporate research and related government funded activity.
This also tangentially relates to why UFO 
information held by involved contractors is not fully accessible. In those cases it is not clear if government funds supported the research or if clauses addressed the sensitive activity.

Thia very good article. Portrays a fight ahead for Trump administration during transition times. But also, there is a faint scent of dictatorship issue related to power of executive that Trump wants to reinforce.

Trump’s strategy is to stand firm—to reject the idea that the GSA, FBI, or DOJ have any right to dictate the terms under which he assumes office. His limited MOU with the GSA is a testament to this approach: they will not be entrusted with phones, computers, or access to sensitive communications. The president will decide who gets security clearances, relying on his constitutional authority rather than the compromised advice of an FBI that has worked against him since 2016.
I do not believe this is dictatorial, but executive order. These agencies have led to the downfall of justice for the People and the executive office must be able to function without treasonous distraction or threat. It is up to us to take back this country and the President must be able to make that possible.
