Either A) don't have secrets and do all things above board or B) catch them, find them guilty of treason and well ... you know

Add in Private Intelligence/Security/Mercenary Companies, DIA contractors and employees, all National Guard Intelligence, Military Police and Special Operations units, and all of the DOJ, which includes IRS FBI DHS etc etc, to that order. Now we are talking about really getting into the weeds and fixing things.
