We had a similar situation here in Canada where the central bank is still owned by the people. It has not been used for money creation since 1974. A small group fought to reverse this over many years. When they finally reached the Supreme Court of Canada, they were told it was a legislative issue and could not be resolved in the judicial system. According to our constitution, only the provinces ‘may’ collect an income tax from the people, not the feds. Good luck and i hope it works for you folks better than it worked for us.
