Read that again. The company that inherited Pergamon’s journals — the theoretical blueprints for how to model, monitor, and manage entire societies — is now building and selling the actual algorithmic tools to do it .
But furthermore — the journals that decided what counted as legitimate science for human researchers now form the training data that teaches AI systems what counts as knowledge .
Much like the switchboard operator — Epstein — being retired, the programme no longer needs a publisher. What AI needs is an ‘ethic ’ — a set of rules, imposed without your consent, that determines what you are allowed to know, how answers to sensitive questions are framed, and which topics are quietly placed beyond the boundary of acceptable discource109.
And that ‘AI ethic ’ was centralised at the federal level by Trump’s executive order in December 2025.
This was a man credentialed by David Rockefeller, seated on the board of Rockefeller University, admitted to the Council on Foreign Relations and the Trilateral Commission, embedded across three branches of the Rothschild dynasty, in regular correspondence with a former US Treasury Secretary, a former White House Counsel, a former Israeli Prime Minister, a former European Commissioner for Trade, the chair of the Norwegian Nobel Committee, and the President of the UN General Assembly — who had designed the impact investing vehicle with JPMorgan’s most senior executives, specified the tokenised digital currency architecture to Summers, pitched sovereign digital currency to Dubai’s ruler, funded the AI and cryptographic research now deployed by central banks, and placed personnel into the World Bank, the World Economic Forum, NHS Digital, and Goldman Sachs.
The design phase for the financial infrastructure now being built by central banks worldwide was conducted in private, under Chatham House rules, funded by a convicted sex offender, and coordinated through an informal network that left no institutional records .
The people who participated in that design phase — Summers, Gensler, Thiel, Warsh, Virza — now occupy positions at OpenAI, the SEC, Palantir, the Federal Reserve nomination, and the cryptographic foundations of digital currency infrastructure. The MIT laboratory Epstein funded built Project Hamilton, the US central bank digital currency prototype. The Gates Foundation — whose chief science adviser coordinated with Epstein throughout — now funds CBDC research at the same laboratory.
The three fields Maxwell published through Pergamon map directly onto the three-layer hierarchy. General systems theory is the cognitive layer — it defines the modules. Input-output analysis is the evaluative layer — it measures the flows. Cybernetics is the behavioural layer — it actuates. But three layers without reliable communication between them do not constitute a system. Maxwell also published the fourth discipline: information theory — Woodward’s Probability and Information Theory 237in 1953, and the journal Information Processing and Management from 1963238. Shannon’s mathematics guarantees that the signal passing between layers arrives intact.
The same three layers operate at the philosophical level. The cognitive translates the ethic — such as the sustainable development goals — into an ‘ought ’. The evaluative considers the present, the ‘is ’, and how to best fulfil the ‘ought ’. The behavioural turns that evaluation into practice.
Maxwell’s Pergamon Press did not publish three adjacent fields. It published the complete communication architecture: the modules, the measurement, the actuation, and the transmission medium that connects them.
