As far as I can make out:
- That executive order is only part of the story. It covers federal employees.
- Another executive order covers federal contractors.
- Separately, the whatever-in-chief has directed one of the agencies under his command, the Occupational Safety and Health Administration (OSHA), to create a rule that will require employers with 100+ employees to mandate injections.
Anyone better informed on the issue, don’t hesitate to correct me if I’ve got something wrong.

Do you know where that part of the Order you quote can be found on .gov site? Unless it’s in writing and signed, it’s only Biden talking big. Would really like to read that Order. Thanks very much!

Like you, undoubtedly, there’s so much to keep track of and in cases such as this one, having it in writing and signed eliminates a lot (not all) of the speculation & rumor (until next time). Not many people around me seem to be able to google things, but they can sure buy items on-line in a hurry. Anyway, thank you and if I can keep watch on something or help you search for info, please let me know. 
Looks like the fight is on and Biden is out to utterly destroy The U.S. economy. He’s trying to pick a fight and if We The People fire first, We will lose. The only real way forward right now is let the Governors fight Biden while we BOYCOTT. Protests are worthless, but taking their money (Walmart, Kroger, etc. ) speaks volumes and can change everything; We should have been boycotting all along. I also like Ms. Austin-FItts idea of CASH.

People must awaken to the fact this is not the Pretendent Biden- he is barely a puppet at this point. This is the DEEP STATE, full out and frontally attacking, because they are losing ground. Time to take on full organized attack. START WITH PRAYER! Then do what you can locally to stop the movement.
Attack them in the pocket by boycotting the big tech cretins (Amazon, FauxBook, Twitter, etc.) buying local small business cutting out the box monopolies (Walmart, Target, Kroger, Whole Foods, Home Despot, etc.). They have cut off our supplies, but they haven’t yet cut off our local capabilities regarding farmer’s markets, local vendors and service providers. Rebuild your community and start NOW (if you haven’t started already!!!)

The scuttlebutt is that Biden will announce more mandates before he meets with his “bosses” at UN on Tuesday.
All my life, I have been accused of thinking differently than most people. Nevertheless, if I may add my 2 cents: we should not disregard what the Chairman said in his speech, regardless of constitutionality. Throughout the campaign and after taking office, I have noticed his many so-called slips of the tongue have come to pass - like Translation of Method or something. Some even say his dementia type behavior is on purpose - I don’t know. IMO, we should not minimize his rants and ramblings, rather we should proceed - take a stand - while we still can. Also, double agree with @Justawhoman and @Joseph - PRAYER - without the Lord’s direction we cannot overcome this evil.

The UK SAYS it has halted the passports, FOR NOW (but they’re still being issued according to friends). It might mean that Biden won’t make an announcement of further mandates until he gets instructions from his bosses (UN). I get the feeling that they’re waaaay behind on vaxxing and it’s just not working out for them. This could make things even more dangerous for us. If they’re desperate, they could take even more desperate actions. The quote below makes me think that they will chock up the vax deaths to Covid this winter and hit us with something even harder. The Dark Winter?
