Actually the first time Germany deployed troops outside its borders after World War Two was during the crackup of Yugoslavia, under Chancellor Kohl, who deployed some fighter squadrons and, I believe, a regiiment of Panzergrenadiers to Croatia.
Germans started the war in Yugoslavia by recognizing the independence of Croatia before ethnic tensions could get resolved peacefully.
