Yes, Europe is throwing Keynesianism at their economic problems and Russia doesn’t do that (generally). Which is another reason Russia is so self sufficient and above these sanctions.

If I were to hazard a guess…I’d say he was busy massaging the shoulders of Atlas…in an effort to prevent unwanted shrugging.
