There were a few important missing dates in the chronology.
On September 19, 2019, executive Order 13887 “Modernizing Influenza Vaccines in the United States to Promote National Security and Public Health” was signed by President Donald Trump. These vaccine platform technologies include DNA, mRNA, virus-like S-particles, vector-based and self-assembling nanoparticle vaccines.
On January 31, 2020, President’s Trump Secretary of Health and Human Services Alex M. Azar II, declared that a public health emergency exists and has existed since January 27, 2020, nationwide.

On February 10, 2020, President’s Trump USAID Administrator Mark Green, released a statement on the U.S. contribution to Gavi, the vaccine alliance.
“The U.S. Agency for International Development (USAID) announced today that the U.S. Government will commit $1.16 billion over Fiscal Years 2020-2023 to Gavi, the Vaccine Alliance ….”
On March 13, 2020, executive Order 9994 “Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak” signed by President Donald Trump.
