Measurement, by its very nature, ALWAYS has a dual function, which is that of engineering. Thus, if one can measure something accurately, one has the immediate affect of engineering, by the “observer effect”, whatsoëver outcome one may or may not be intending. If one is measuring it, one is by definition affecting it, negatively OR positively.
