We’re officially on the slippery slope of murder and picking up speed. 
Nah, I’d say we are already at murder. It’s just thinly veiled murder.
I try to remember that this has happened numerous times before in various empires. Has likely happened more than we know. Question is: How was it stopped each time, or, at least slowed, or went underground? There’s a common thread in all of them; has to be.
Last time this happened the whole planet was destroyed.
More importantly, HOW did the idea even manifest.
Wonder if Dr.'s Versailles Theory might apply here. Are these people ‘tribute’ or sacrifice in some way?

I’m not familiar with what exactly his theory is about the treaty of Versailles.
They way they taught WW2 History at my high school was that they said that after it was signed, many countries considered this to be a really bad treaty, and this was part of the reason why there was a slow response to Germany’s gradual invasion of Poland at the start of the war (which obviously was a blatant violation of the treaty).
I watched that presentation, so that isn’t about the actual treaty of Versailles but his theory is about a different peace treaty being signed by other forces from outer space?
