I think ripple technology was used on 9/11

I don’t know why this escaped me, because I’ve watched this long ago when it first came out. If you all go to the 25 minute mark and it goes for like 6 minutes or so, Richard Allgire describes a mini nuke. They must have used Ripple technology.

I rewatched it and the target was building 7, which confuses me because why use a mini nuke to take down building 7?
