Convention of States’ Con-Con attempt in Pennsylvania suffered a “slow death” thanks to John Birch Society member activism.
That’s how JBS Research Associate Peter Rykowski described this fortunate event. The anti-climactic “death” happened as legislators refused to even take a floor vote on the resolutions to apply for an Article V Convention (Con-Con) to propose amendments to the U.S. Constitution. There was simply not enough support, said Rykowski.
Pennsylvania is one of the many states the Convention of States (COS) organization targeted to pass its Con-Con application. COS even trotted out hometown boy Rick Santorum to create support, hoping his local pedigree would help. It didn’t. When JBS members got word that Santorum was going to lobby Pennsylvania legislators on September 26, they showed up the day before to the offices of legislators and spoke to their staff and the legislators. The next day, the Lancaster JBS members showed up with signs and sat at the entrance of the cafeteria of the state Capitol to greet legislators as they came in for their lunch break. Some legislators looked at the signs, and others stopped to talk and requested information.
“Rick Santorum saw the force of the John Birch Society!” said Field Coordinator Dave Giordano.
However, Birchers put in work all throughout 2022. They used their connections to get Giordano in front of Tea Parties, Gun Clubs, Patriot Groups and others, where he discussed the dangers of an Article V Convention. Birchers helped coordinate meetings with other patriotic groups to explain the dangers of a Con-Con. They also helped facilitate meetings with Con-Con experts like Publius Huldah and state legislators. The Upper Bucks County chapter flew in Robert Brown, creator of “The Constitution is the Solution” video series, to speak to a crowd in Lansdale. And that’s the abridged version of all the work JBS members put it.

Birchers have defeated numerous Con-Con efforts in state legislatures across the nation. In recent years, COS has been the main organization lobbying for a Con-Con. With slick and well-connected PR, and a heavy purse to wine and dine legislators and buying publicity, COS is a master of exploiting the genuine concerns of well-meaning patriots. They peddle a Con-Con as the answer to out-of-control government without telling them of the risks.
We believe today’s high degree of Constitutional ignorance makes this the most dangerous time to open the Constitution for changes. This is the same belief that former longtime Con-Con supporter and national radio figure Glenn Beck recently expressed when he withdrew his support.
The problem isn’t the Constitution; it’s our refusal to obey it. The Constitution already has the remedy to our problems.

Take action!
As many states are holding legislative sessions right now, we encourage Birchers in the states where COS is active to do what we’ve done so many times before — work to defeat the Con-Con.
Create understanding among legislators and citizens. Write legislators emails, call their offices, and schedule in-person meetings to discuss the Con-Con danger. If you have an opportunity, testify in legislative hearings.
This strategy rarely fails. When legislators genuinely and objectively listen to both sides of the Con-Con argument, the chances are in our favor.
