Interesting turn of events at the UN Security Council in censure of Iran

Both Russia and China abstain, failing to use their respective vetos in preventing the UN Security Council unopposed censuring of Iranian Missile strikes. This is definitely a head scratcher. https://www.youtube.com/watch?v=1WKrYDCB6Xg and means sanctions can now be appplied on Iran.
