Not sure how pertinent this is going to be soon because the grid of STARLINK balloons is pretty much set at this point. No need for those towers, either.

Space is where he temperature[water], sun[energy], and subceptibility to destruction[missles etc.]…
Would be a natural solution?
Unless, the MISSION’s NOT antything to do with efficiency?
BUT…
Stacked Operations, where the target is the population at large.
Absolutely controlling them; while bringing worldwide populations down to manageable 1/2 billion?
