What a Catch 22 … Joseph Heller is rolling over in his grave. Let me see if I can explain this is a way that Joe Miller would accept.

The entity that should be controlling the border either can’t or won’t. Ok, Texas says, If you can’t or won’t we will. Then, a branch of the same entity that should be controlling the border comes in and says we either can’t or won’t and you (Texas) are not allowed to control your border.
