This is why bureaucracies become unaccountable. I don’t expect anyone to read any of the 89 pages of this PDF, I’m just posting it here for reference material. I did find on page 9, in the left column, they are discussing Executive Orders in relation to their authority to quarantine etc, and “does not… intend to mandate vaccination or compulsory medical treatment of individuals”.
