Tacit hypothesis: someone is goading blacks into moving to Commiefornia using reparations as bait. Someone wants segregation.
Why?
Perhaps California is the home-base for psychopath set A (Davos+Likud+US Neocon+DNC) which makes sense as the central feature and logical conclusion of post-Enlightenment Liberalism.
Psychopath set B (western hemisphere oriented banking conglomerate) with whom set A is competing, is located on the east coast and is presently moving from New York/New Jersey to Miami, hence the conservative revolution and DeSantis.
What if psychopath set A intends to gather assorted POC for whom all liberal entitlements are exclusively bound, and intends to generate an actual military? In other words, blacks and assorted progressive demographics are once again the proxies of the elite in preparation for a civil war 2.0
Reparations are too stupid to be anything other than a political feint, or a desperation oriented last gasp to construct/solidify a political (hence action oriented) base of human consciousness.
