Previously the phrase was used in a US military speech and was construed as a possible reference to UFO aliens…stumbled upon the phrase while researching the Crimean peninsula. Given the recent turn in the US policy towards the Ukrainian and Russian “special operation” and the renaming and speech given by the present Secretary of the renamed Department of Defense back to its original name, the War Department, the phrase makes more sense.
