This figure is likely underestimated. Putin publicly stated that Ukrainian scammers steal about $2 billion from Russia alone. Huge sums are also stolen in the USA and EU.

Western law enforcement cannot reach these scammers because they are protected by the military.
Even with a conservative estimate, over the years of the war this amounts to about $10 billion in pure profit.

The clip below is from The President’s Analyst (1967) (definitely a “predictive programming” of sorts film from the 1960s) showing American and Russian Intelligence “working together”. That the Intelligence folks worked together has obviously been an inside joke since the end of World War II. This film has a very interesting backstory as well.
