It looks like smog to me, with all due respect to Dr. Wolf.

I was keen on her technocratic nightmare, trying to get her booked room.
Her writing pulls out past “conspiracies”, in relationship to her themes.
I lived in El Segundo[LA] and remember smog. Breathing hurt.
Who knows?
But, like her; I wouldn’t put anything past the current crop of wannabe Mengele’s.

Doesn’t it connect with the Scarecrow storyline in the Batman films? Not too familiar with it, but didn’t he drug the air?

Well in the Batman movie with that first they put the fear toxin in the city water, but it didn’t have any effect on anyone unless it was breathed, so they used a device to vaporize the water to release the chemical into the air.

I seen too much of the Cape Crusader and his side kick; both in animation, movies, and series form.
Gotham was good. And I do remember an episode, to which you speak of.
Many times, there will be the “showing” and the “telling” aftermath;
that comes to play-out in real life.
Is it the chicken[the telling], or the egg[the showing}; which came first?
I think its both.; in that “they” see what best fits to current narrative -
to be jammed down the masses, cognitive scripted appetites.

I have developed an acquired a taste; starting with the 1966 Adam West version, the 1969 comic animated version, and been analysing, enjoying, and criticizing the artform for decades.
