That’s true comedy! When was the last time a president or prime minister took control away from bankers and politicians?
Blockchain and cryptocurrencies – like any other technology – could be used for good or evil. How they’re used will depend on who controls them. Why would anyone trust a government or corporation to use this technology to give the people more power??
When you’re trying to track, trace, and enslave a population, you’ve got to present the project to them in a nice, shiny marketing package. That quote is an example of just such a marketing package. They’ve figured out people distrust banks, despise politicians, and want decentralization, so what does the marketing team say? Well… tell the plebs you’re going to give them what they want – then tighten your surveillance grip a little more while they’re not looking.
Remember how the internet was supposed to set us all free? Yeah, that internet – the one that’s becoming a digital prison. Sure, it was allowed its “Wild West” phase for a few years, to let them figure out how best to use it for surveillance, propaganda, etc. Now that they’ve fined-tuned the infrastructure, algorithms, and techniques, you’ve got Klaus Bloschwab calling for control of the internet.
In my view, the only thing that’s going to decentralize anything is the people themselves, if they can come up with hundreds of different local solutions that can’t be all be stamped out and that can’t be centrally controlled. The article says:

Align rules and definitions across jurisdictions? Sounds like the necessary first step towards centralization to me. The same argument, among others, was used to justify creating the European Union…
