Tell-tale signs of another “secret” communication system being used by?
Military?
Intelligence Agencies?
Foreign purposed skullduggery?
Any skilled hacker with the proper codes; sold on dark-web-markets?
More, than just hidden system of communication; causing deadly interferences?
Or, as the old joke goes:

OK so, I am stupid-ish.
Would it really be that difficult to call a guy to install new radar screens in a piecemeal fashion while they use the old ones, late at night at like 0300 when not much is going on? And slowly replace them all?
Purposeful sabotage not withstanding.
They can’t be that expensive compared to our missile systems that don’t really do much.
I even had the revolutionary, intolerable idea that why don’t the airlines finance this gradual replacement? You would think the money they lose on near or full crashes, and the lawsuits for damages following on that, would prompt them to say “okay, if you can’t do it, we’ll do it! It’ll be cheaper & more efficient than letting the system fall apart with the old equipment!”
But never, never, never in this country do we ever ask the richest to bear any of the costs. Amazon, for example, profits from taxpayer provided highways - but Bezos slinks out of every tax obligation he can. Shareholders & executives are never asked to tighten their belts and make do with less.
