Putin regime since 2014 when they anexed Lughansk and Donetsk so called republic , then Crimea had more than 8 years to demilitarize these areas ad create so called buffer. They didn’t, on the contrary. Plan was always decimate economy of the Ukraine and made it a vassal state of Russia. That started with 15bln dollar so called loan to Yanukovich Gov. The terms were impossible to keep UKR economy afloat, and Kremlin knew it, and was counting on it
In other words, the Western imperialists need a few years of time to create militairy toys to continu their war and to laugh in Russia’s face again because this deal was nothing more but a ruse to buy time!
