The action of deleting the files and the ability to restore them immediately from a duplicate cache seems more of a marketing ploy for whatever reason for intell’s scheme, perhaps in exchange for information on previously denied FOIA requests. He can add additional files to his beloved thirty year project yet protect his reputation and credibility. Money is not the only motivator.
