I stumbled across this link on SGT Report. It’s to a years-old USAF weather warfare briefing. The thing that caught my eye is figure 4-1 on pp23. It proposes a novel approach to making RF reflective mirrors using two different transmitters. It means they would not be dependent on bouncing energy off the ionosphere (RF skip). And dovetails well with some of the info others (Sharick) have been posting here about strange ‘hotspots’ that are very localized and seem to appear in regular patterns / intervals. The issue with bouncing energy off the ionosphere is that only a small range of shallow angles will work. Too sharp an angle and energy just goes into space, too low an angle and the energy is dissipated into the lower atmosphere…this physics limits the target areas a fixed system like HAARP can transmit to. With the artificial mirror technique portable systems, specifically more local systems (think radar domes) could be used to direct energy to mess with the weather and possibly create fires?
