That sounds like an exaggeration if not outright lie or distorted perspective, all I’ve seen in the legal terms is that they can take 2.5k out of the account of anyone foolish enough to leave that much money in a paypal account for “Providing false, inaccurate, or misleading information.” Which obviously many people have completely different definitions about what that even is.
