… well my water pipes just burst, after the plumber that was supposed to come didn’t, and didn’t even bother to call…

Oh no, well hope plumber can be there by tomorrow and you can at least shut off water supply so that doesn’t cause a flood!

There should be a shut off valve wherever the water meter is located. It may take a hefty pair of pliers to turn the valve unless there’s a hand faucet valve.
