This is a created crisis. Let’s destabilase southern border of India. Somebody doesn’t like India aligning itself with Russia. It is either Quad or Russia Mr. Brodi, you can’t have both,

What it may be is a prelude to the redrawing of borders, or in this case the elimination of same; that is, the creation of Greater Hind —— to mean, the gradual unification of Şri Lanka, Bangla-Deş, PakiStan, and India herself.
This might just be signalled by the reunification of Korea, perhaps as a( parliamentary) monarchy.
These would most likely be necessary steps to act as a bulwark against Red China, not to mention the warlords of the poppy trade( like Myanmar and Afghanistan) . And maybe inspire Vietnam and Laos to boot.

One caveat I don’t think that boys from Langley ever allow Sri Lanka to be unified with India. Control of Indian Ocean is to important for US interests
