If true, why the halt then just standby? This is my high octane speculation and I’m no military man in any way, shape or form. Civilians underground or not, I think the soldiers there have booby trapped the tunnels in hopes of killing as many Russian soldiers as possible while they make a last chance escape in the ensuing chaos. Those already underground aren’t going anywhere without passing the Russian soldiers at some point. If the story of the Russian flooding of this tunnel system is true by using fire engines to pump water from a nearby river, then perhaps a lack of proper drainage would serve to speed up the decision makers trapped underground. Why go to them when you can force them to come to you?

Excellent speculation, IMO! One does not have to be a military genius to find the simplest route. Simple is always better, except when trying to divert the attention of the entire planet & even that’s fairly simple.
Without us knowing any more than we do, I concur 100%
In a case like this, troops might be considered infrastructure. I can most definitely say that if it were me, I’d try & take as many with me as possible.
