I think the disengagement has more to do with not being trusted by other countries/not agreement capable and the possible crash of the petrodollar with the latter being the means of more resource consolidation and a digital currency. They’re not walking away, they’re being pushed away/aside at least temporarily if not longer.

Yes, he is associated with Strat, which doesn’t mean he’s wrong. Thus far, he’s been very close to 100% in his analysis, which tells me, he’s worth listening to, for whatever reasons one chooses. History has proven him correct most every time. His Wiki is the first thing I read.
