Them( can’t say “the” anymore) black cops were hired on to be part of a special task force( = assault cadre), “Scorpion Team”, to go after the crime rate without compunctions. Seems that backfired slightly.
Although it does help BaiDen Jo’s War on Black People a lot.

Evidently Memphis has had a financial war on their governmental way of running the city. I would guess if they are down 500 officers and the crime rate shot up, it stems from 2014. They probably never were able hire more or cut back on hiring to save money.
