The legal system was hijacked by liberals who could mould a government of their desire, using regulatory systems where courts and congress refuse to budge. Roe v wade was the most ridiculous ruling since Jim Crow. Power plants are top secret military confidential and likely have zero allegiance to any regulatory fool.
