Does this international court really have any teeth with so many nations not participating including Russia and the USA?

Does that even matter in a world that functions on might makes/is right?
Often, in many countries, the court systems function on this premise.

In the end I don’t think doing nothing will help either. Even if it leads to nothing but exposure I still think it is worth it.
