Sounds like some kinda easter egg fanfic for people with too much time on their hands , I guess. Vague at least.
… I wouldn’t really say that this was a “big miss” on your part. This particular document only appears to verify that one of the several other possible scenarios (Mafia, Cuba, Russia et al.) was being considered. Considerations that any reasonably rational person might proffer as a possible alternative to “Oswald acted alone” given the initial “evidence”. If this document didn’t exist one could easily imagine at least one person, if only to themselves, considering such a possibility.
… I would guess there are other documents similar to this one considering other possible scenarios as a Thinkology Exercise (e.g. Mafia, Russian, Members of The Fed, Republicans [just kidding] ). I can even imagine that a request went out for people to suggest other scenarios and lines of investigation. Remember the call after 8/10 (+1 each) for scenarios to consider in the future?

Well, actually, by “big miss” I meant to convey that I did not think that the documents would contain much, if anything at all. That they do is a miss I think.
Question is who is really behind Castro Cuba. Scottish Rite Masonry or French Orient via Russia/Soviets.
My money is on French Orient that initially after French revolution arrived first to Germany and later via Prussia to Russia and was ultimately installed as High Occultic rite in Tsarist Okhrana that during Russian revolution went straight to GRU.
Nazi Germany illegalized and fought against Masonry but only Scottish Rite. They most likely had ties to French Orient.
