Yes, although the vaccinated are hit the hardest now. Since the unvaccinated were already locked out from restaurants, musea, theatres, movies etc.
But now all non-essential busnisses are closed as well. Everything is closed accept the essential shops.
Not more then 2 people can visist me. With christmas 4 people are allowed. And outside in the rain and cold you can only be with 2 people.
Outside! There is always wind here. Even when there is no wind, there is wind. Ridiculous rules.
It is very sad that the government decides to lock everything down just 6 days before Christmas. Shops cannot sell in the busiest week of the year, restaurants are now stuck with their food. The churches here have been preparing already. For example the chrismas meal in my town for people who live alone. And on christmas eve at night people gather in the forest with candles and food and there is singing. All cancelled for the second time.
I do expect some churches here to open their doors during christmas even while it is not allowed. This is bible belt territory where i live. The churches are keystones in these towns.
We will see.

The issue is that these churches get enormous blowback from the rest of The Netherlands if they open their doors. That already happened during easter this year. Still, i do think some churches will open their doors.
There is already a lot of tention between Christians and non-religious people. Within the Christian communities there are more unvaccinated and this causes anger in the Dutch population.
Still the best place to be at the moment is bible belt territory! Only 3 police officers and 1 police dog. We all know them by name. They are friendly young men, Their district is 3 towns streching a few miles.
So glad to be here and not in a large city.
