The New York Times reports that the CIA built 12 secret facilities along the border between Russia and Ukraine over the last eight years, but adds that saving those facilities is another reason the US must send more money to Ukraine.

The more interesting question would be … Where have the 3 letter agencies NOT built “secret facilities”?
