The final conclusion made is this: "Perhaps: “We’ll know the CIA’s disinformation campaign has failed when a critical mass of the public is actively engaged in working with their friends and neighbors to vet information, establish what is true, and work together to improve the conditions of their existence.”
Or at least when a larger majority of people suspect the intel agencies are not being fully truthful and that alternative news sources should be considered. Of course that could also lead to greater distrust of the system, and conflict.
